Two guides to the statutes: the whole article section by section, and the attended-versus-unattended line that decides which one applies.

The hit-and-run rules sit in one short article of Title 46.2 of the Code of Virginia: § 46.2-894 (injury, death or attended property), § 46.2-895 and § 46.2-897 (the duty of a passenger aged 16 or older when the driver does not report), § 46.2-896 (unattended property), § 46.2-898 (these reports are in addition to others), § 46.2-899 (the article applies on private property) and § 46.2-900 (the penalties for §§ 46.2-895 through 46.2-897).
The numbering misleads people. § 46.2-898 sounds like the penalty section and is not; § 46.2-900 is. And § 46.2-894 carries its own penalty in its last paragraph. These pages walk the article in order and say plainly which section governs which kind of accident.
